The 173 Fighter Wing intends to issue an Invitation for Bid (IFB) to award a single firm fixed price contract for services, non-personal, to provide all labor, materials, tools, equipment, appliances, and supervision necessary to repair the Maintenance Ramp at the 173d Fighter Wing, Kingsley Field, Klamath Falls, Oregon (Klamath County). The scope of this project is full depth replacement of concrete in accordance with, but not limited to: UFC 3-260-01 Airfield and heliport Planning and Design, UFC 3-260-02 Pavement Design for Airfields, UFC 3-230-06A Subsurface drainage and ETL 97-5. The project also includes, but not limited to: contaminated soil disposal in accordance with DEQ requirements, replacement of storm sewer, electrical vaults, airfield lighting and installation of a utility corridor. There are five option CLIN's: Option 1 Construct temporary haul road 1A. Option 2 Construct temporary haul road 1B. Option 3 Demolish temporary haul road. Option 4 Relocate existing fuel tank. Option 5 Provide construction trailer for government use. The contract duration is 720 calendar days after Notice to Proceed. This project is being procured as Unrestricted. The North American Industry Classification System (NAICS) code for this work is 237310, with a size standard of $36,500,000.00. The magnitude of this project is between $25,000,000.00 and $100,000,000.00. A Small Business Subcontracting Plan will be required if the offeror is a large business and must be submitted with the offer. The tentative date for issuing the solicitation is on-or about 25 April 2019. The tentative date for the pre-bid is scheduled on-or about 26 April 2019 at 09:30 AM (PST). Actual dates, times, and location will be in the solicitation. Interested contractors are encourage to attend and shall follow conference registrations and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by NLT 48 hrs. prior to the pre-bid via email to jerry.e.fuls.mil@mail.mil and ryan.d.spriestersbach.mil@mail.mil . Interested bidders/offerors must register with FedBizOpps before accessing the system.
