This notice is for informational and planning purposes only, and is a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and possible issuance of a Request for Proposal including the use of any non-profit organization or small business programs. The Arkansas Army National Guard (ARARNG) is not obligated to and will not pay for any information received from potential sources because of response to this Special Notice. This notice does not constitute a solicitation for bids and proposals, and is not to be construed as a commitment by the ARARNG. The information provided herein is subject to change and in no way binds the ARARNG to solicit for or award a competitive contract. Unless otherwise stated herein, no solicitation regarding this announcement is available. Requests for the same will be disregarded. If a solicitation is released, it will be synopsized on the Contract Opportunities page at SAM.gov or the GSA eBuy marketplace. Please be aware that all information submitted in response to this request, whether written, oral, electronic, graphic, or any other medium, may be subject to disclosure upon receipt of a proper Freedom of Information Act request from any person. The ARARNG will not pay for any materials provided in response to this synopsis and submittals will not be returned to the sender. The Arkansas National Guard routinely requires shipments of bulk raw subsistence items to be provided to National Guard units throughout the year at various locations. A Statement of Work for this requirement is attached to provide a description of the services required. A Food Item List is attached to show the type of items that potentially will be requested. Capability statements are requested that demonstrate past experience and indicate the ability to provide the services. 1. Knowledge and experience; 2. Describe capability to perform or manage as a prime contractor for the above types of services; 3. Cite experience relevant to contracts and/or other programs that you have been associated with in the last 24 months. Interested parties should cite DoD or other federal, state, or local agencies they have supported as applicable. Point of contact names, telephone numbers and e-mail addresses are helpful for each citation. The ARARNG requests that interested offerors submit an electronic response of not more than ten (10) one-sided pages, 8.5 x 11 paper, 10 pitch, Times New Roman font, with a minimum of one (1) inch margins all around. Any charts and/or brochures will be included as part of the ten (10) pages. Responsible sources having relevant experience may submit their statement of interest and capabilities, including business size classification, via e-mail to Ralph Grinnell - ralph.d.grinnell.civ@army.mil and Mark White - mark.c.white20.civ@army.mil no later than 4:00 PM local time, 9 December 2022. Responses received after this date and time may not be reviewed. This requirement is identified under NAICS 424410 – General Line Grocery Merchant Wholesalers, with a Small Business Size Standard of 100 Employees. Each response will provide their UEI number and Cage Code as well a statement stating their business size classification for the 424410 NAICS. The selected firm must be actively registered in the System for Award Management (SAM) database with no active exclusions from receiving a Federal Contract before being determined to eligible for award.
