The contractor must provide all personnel, tools, materials (except the specified government-furnished equipment), and expertise, including integrating Whelen lighting components with a central controller, installing a Kussmaul battery tender with auto-eject shore power, conducting functional testing with a government representative, and restoring the vehicle after installation. The government will furnish the Whelen light assemblies, controller, and battery tender.
