This requirement is being issued as a 100% Small Business Set-Aside (Ref: FAR 19.5) This requirement will be completed and awarded under the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. A contract will be a firm-fixed price purchase order. Description of the service requested: Maine Army National Guard (MEARNG) anticipates purchasing catered meals in accordance with the Performance Work Statement (PWS). The intent is to provide quality catered meals to the MEARNG, in support of personnel in attendant of various missions. The contractor must provide timely, high-quality meals cooked under commercial standard and high-quality customer service. The contractor shall furnish all personnel, food items, supervision, materials, and transportation necessary to provide meals ready to serve, prepared in accordance with the following specifications to the units of the Maine Army National Guard (MEARNG). A catered meal is defined as “a meal prepared in a commercial establishment for consumption there or delivered to a specific location or prepared at the consumption site using the caterer’s portable equipment and subsistence supplies. There is no authority for a caterer to use Government-furnished equipment or Government-furnished facilities to prepare the meals. The North American Industry Classification System (NAICS) code for the service is 722320 – Cateres with the PSC: S203 – Housekeeping Food The Small Business Size Standard is $9 Million. Place and Performance of Services: 240th Regional Training Institute (RTI), 289 Hildreth Street, Building 700, Bangor, Maine 04401. Dining Facility. The Period of Performance is for one year to start on/or about 20 October 2023 thru 15 September 2024; with one (1) option period. By submitting a quotation in response to the RFQ, Contractors validate their quotation will be valid for 100 Calendar Days from the RFQ due date. Anticipated award is on or about 13 October 2023. Basis of award: Any award made will be based on the most advantageous (FAR 52.212-2 – Evaluation Commercial Items) to Government, price and technical acceptability considered. The award will be made based on the best value to the Government considering technical, past performance and price IAWS FAR 13.5. To be considered for an award, the quoter must receive no less than “acceptable” rating for Technic and past performance. Technical Capability: Quoter shall provide that they hold current American National Standard Institute (ANSI) Conference for Food Protection and a Maine state food license issued by the Maine Department of Agriculture. All potential offerors are reminded that all firms must be registered in the System for Award Management database at www.sam.gov to be considered for award. Lack of registration in the SAM will make an offeror ineligible for contract award. Electronic Invoicing through Procurement Integrated Enterprise Environment (PIEE). To meet compliance with DFARS 252.232-7003, Electronic Submission of Payment Requests, all Contractors must submit requests for payment (invoices) through PIEE. All payments will be made by electronic transfer of funds (EFT). The Government will make payment through PIEE upon satisfactory completion of work and the receipt of a proper certification for payment.
