The United States Property & Fiscal Office- Kansas, Kansas Army National Guard (KSARNG) is seeking current and relevant experience, personnel with the capability to perform a wide range of Non-Clinical Medical and Dental Case Management in support of the Kansas Army National Guard. The performance will be at various facilities in the state (ex. Topeka, Lenexa, Salina and Wichita Kansas, but may be needed to work at other facilities throughout the state). The Non-Clinical Case management services do not require nursing or medical certifications to perform as they are administrative task only and do not include clinical decision making. However, a background in nursing, medicine, or social work for those who have not worked in a case management or care coordinator program are extremely valuable. The service goal is to provide program development, oversight and execution in order to execute the Army National Guard medical readiness directives. The end state goal is high medical readiness and deployability for all KSARNG Soldiers. This is not a request for offers or proposals but is a survey of the market for potential sources. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Not responding to this notice does not preclude participation in any future RFQ, IFB, or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Government Wide Point of Entry (GPE). It is the responsibility of potential offerors to monitor the GPE for additional information pertaining to this requirement. The GPE is located at https://beta.sam.gov. Offerors will be required to be registered in SAM.gov (https://www.sam.gov/SAM/) All interested sources should respond. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. We encourage all small business concerns in all socioeconomic categories (i.e. Small Disadvantaged Business(SDB), 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business(SDVOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), and Woman-Owned Small Business (WOSB)) to identify their capabilities in meeting the requirement at a fair market price. Contractor tasks include, but are not limited to the following: Case Management services which requires the use of several DOD web-based electronic data systems; (e.g. Medical Operational Data System (MODS) and Medical Electronic Data for Care History and Readiness Tracking (MEDCHART)). Initiate, process and track medical board cases through the Disability Evaluation System (DES) or Integrated Disability Evaluation System (IDES). Attend Periodic Health Assessment (PHA) events as determined by the needs of the KSARNG and the individual units. Contact SM and physician/dental offices to obtain medical documentation and information regarding open cases for treatment plan review. Review and track health assessment lab results, contacting the unit and SM to follow-up if abnormalities are found or coordinate if further testing is required. Care Coordination services includes ensuring proper maintenance of SM medical records in accordance with HIPAA and the Privacy Act. Utilize DOD and Army web-based electronic data systems necessary to perform contracted services (e.g. MODS and MEDCHART). Read, understand and execute DoD, DA, NG and KSARNG regulations and policies through the application of duties described below or as dictated by the DSS. Perform MEDPROS SM data entry and the medical functions in Mobilization Planner Data Viewer (MPDV) within 5 business days of receipt as needed. Monitor MEDPROS to ensure all scheduled services are completed/updated and current medical status is reflected. Track medical and dental appointments, contact unit and SM to remind them of appointments, and confirm attendance. Medical Records Technician services includes Attend SRP events as determined by the needs of the state and individual Units. Provide dedicated assistance in support of medical Case Management. Responsible for tracking medical status of ALL assigned Soldiers and maintaining accurate reports of all cases. Responsible for medical and administrative charting in eCase and MEDCHART. The NAICS code assigned to this acquisition is 541611, Administrative Management and General Management Consulting Services, with a corresponding size standard of $16.5 Million. The estimated single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract value is $6.8 Million with a One Year Base and four One Year Options. The estimated minimum guaranteed amount is $5,000.
