Responses to this Sources Sought are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to determine how it should proceed as a result of this notice. Furthermore, those who respond to this Sources Sought should not anticipate feedback with regard to its submission. The Government will not pay any cost incurred in response to this Sources Sought. All costs associated with responding to this notice will be solely at the responding party's expense. The information provided in this Sources Sought posting is subject to change and is not binding on the Government. The Sources Sought will consider a total small business if sufficient responses are received. Please indicate if there are any business representations (i.e. 8(a) participant, women-owned business, service disabled verteran owned business, HUBzone business, service disabled business). Please indicate the business size by number of empmloyees and/or millions of dollars as determined by the NAICS small business standard. However, all business sizes are encouraged to respond. If a sufficient response is not received, the solicitation will be issued unrestricted. Requirement: The Michigan Army National Guard is seeking information regarding recurring acquisition from individual units for rations for the monthly drills. Perishable food would be ordered and picked up from store fronts since delivery to some units are not feasible. Synopsis: A combined solicitation/synopsis will be publicly notified unrestricted without further notice if a small business does not meet the requirements. The estimated date for posting the solicitation is 10 March 2020. A blanket purchase agreement (BPA) will be established with one to three contractors who can meet the requirements. The government intends to award to a small business which is determined to be in the best interest of the government. The BPA will have a ceiling of either five years or $900,000 with a call order placed against for either a minimum of $10,000 or a maximum of $240,000. The BPA call order will not be synopsized. The combined solicitation/synopsis will suffice as public notification. The individual call will be rotated among vendors unless an urgent need arises to be supplied by a single vendor.
