The Alabama Army National Guard (AL ARNG) is issuing this Sources Sought Synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the AL ARNG. AL ARNG anticipates the need to issue 2-3 regional multiple award five (5) year term Blanket Purchase Agreements (BPAs) for catering services/meal chits. Essentially, the vision is to have a Third Party vendor act as a liaison between the Government and Contracting Officer Representative (COR) approved Restaurants/feeding establishments to coordinate feeding with the restaurant and make payment to the restaurants to ultimately ensure soldiers across approximately 84 armory locations are fed and subcontractors receive payment in a timely manner. The vendor is able to request restaurant to be added to the list, but the Government would require time inspect/approve in a timely and efficient manner. Each region will be primarily responsible for the armories located in their regions, but will also be asked to handle other regions as a secondary means (anticipation – rare). These services will be required to support monthly drill events and potential annual training exercises. BPA calls will be issued for the entire meal cost as a Firm-Fixed Price (FFP); all third party vendor fees (prime vendor) are to be included in the standardized price list, with total meal rates NTE annual Basic Daily Feeding Allowance (BDFA) rates, which are provided by the Army Quartermaster. The rate is treated similar to the GSA Per Diem Rates. PLease see attached Sources Sought Notification for further requirements.
