Requirements: The contractor shall provide the necessary personnel, labor, materials, supplies, and equipment as indicated below to perform the tasks outlined: Scenario Development. The contractor shall design up to two functional exercises that meets the following requirements: The exercise will not only measure the training and readiness level of the team in accordance with Defense Training Management System (DTMS) Combined Armed Training Strategy (CATS) Civil Support Team Mission Essential Tasks, but will also reinforce interoperability, communications, and aid in the development of standard operating guidelines (SOGs). The scenarios for each exercise must include at least: two (2) chemical threat agent productions, two (2) biological threat agent production, two (2) radiological, and two (2) home made-explosives elaborate clandestine laboratories or processes. The contractor will provide copies of refined scenario summaries and applicable power-point (PPT)/ materials for each table top exercise (TTX) and exercise to 93rd CST exercise director no later than 10 days prior to each exercise execution. The exercise director will make final approval and provide feedback within 5 days of receipt of materials.
