The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide realistic incident response conditions for HING CERFP CTE and EXEVAL as defined in this Performance Work Statement except for those items specified as government furnished property, equipment, and services. The contractor shall perform to the standards in this contract. The contractor will ensure personnel assigned to tasks of role players, mannequins, moulage, and structural collapse venue site reset possess the skills, expertise, and certifications necessary to perform assigned tasks associated with this order. Scope. The contractor shall provide role players, SCVS reset, medical support, mannequins, and moulage capabilities for CTE and EXEVAL. Personnel assigned to this task shall possess the skills and expertise necessary to perform assigned tasks associated with this order. Contracted support is to enhance domestic contingency readiness. In an effort to provide conditions wherein the HI-CERFP service members are challenged with probable real-world situations moulaged role players, mannequins and the collapsed structure/ rubble pile simulate applicable CBRNE/ collapse structure incident effect conditions. The use of live role players is required for domestic contingency preparedness exercises and evaluations of CBRN Enhanced Response Force Package (CERFP), Homeland Response Force (HRF) and other National Guard CBRNE response capabilities. The economy of scale is expected from contractor due to very similar SOW for CTE and EXEVAL at the same training site in the same fiscal year.
