This is a non-personal services contract to provide HING CERFP – Collective Training Exercise to contractor support to provide and manage contractor role players, moulage, weighted mannequins, and structural collapse venue site (SCVS) reset services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The NGB J3/7 provides the Chief, National Guard Bureau (CNGB) with subject matter expertise on joint doctrine, training, education, and exercises to ensure a trained and balanced National Guard force ready to support any mission of the several States or Combatant Commanders.
