Sources Sought Synopsis The Hawaii National Guard is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for 5 day Technical Rope Rescue Technician Level Training (TRRTL). Anticipated period of performance 25-29 March, 2019. -Training will be for up to 25 personnel -Instructors must be Rope Rescue certified Instructors. IFSAC or ProBoard Certified instructor is preferred but not required. - Those who successfully complete the training will be certified as Rope Rescue Technicians according to the standards set in NFPA 1670- Standard on Operations and Training for Technical Rescue Incidents and NFPA 1006- Standard for Rescue Technician Professional Qualifications. -Training will include the below topics •- (1) NFPA standard, Laws and SOGs •- (2) Rescue philosophy •- (3) Size up •- (4) Rescue Safety •- (5) General Hazards •- (6) On-scene safety briefing and site control •- (7) System safety check •- (8) Pre-incident planning •- (9) Incident Management System •- (10) Medical Considerations •- (11) Rescue equipment, care and management •- (12) Rescue knots, hitches, bends and anchors •- (13) Pre-tensioned back ties •- (14) Artificial high directional - variation of A frames and tripods •- (15) Belays - independent and conditional •- (16) Mechanical Advantage - simple and compound •- (17) T-Method for calculating Mechanical Advantage •- (18) Rope protection placement •- (19) Verbal commands •- (20) Two line systems - mainline and belay •- (21) Patient packaging and litter management •- (22) Low and high angle ascending and lowering •- (23) Low and high angle raising and lowering •- (24) Change from raise to lower mid face under a load •- (25) Knot passing •- (26) High angle rappelling, including tie offs and safety •- (27) Change overs from ascending to descending •- (28) Victim pick-off rescue while suspended from a rope •- (29) High line systems - Tyroleon and Telpher The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 611519. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements.
