New Mexico Army National Guard (NMARNG) Dining Facility (DFAC) Food Services
The New Mexico Army National Guard is conducting market research via a Sources Sought/RFI to identify qualified businesses capable of providing turnkey Dining Facility food services at the Santa Fe Training Complex, 27A Bataan Blvd, Santa Fe, NM. The contractor would furnish management, labor, supervision, uniforms, and administrative support to operate the DFAC in compliance with Tri-Service Food Code, AR 30-22, DA PAM 30-22, and OSHA, while the Government provides the facility, equipment, utilities, and subsistence ordering. The anticipated period of performance is up to four years, structured as one 12-month base period plus three 12-month option periods, with intermittent training-driven operations, approximately 248 active feeding days annually, 14-hour daily coverage during active training, 800–1,000 Soldiers fed annually, pre/post-cycle support, and remote field feeding. A primary objective is industry feedback on Firm-Fixed-Price CLIN structures and billing methods that address fluctuating class sizes, multi-week idle periods, surge/unscheduled services, pre/post-cycle work, remote feeding, and invoicing cadence. Interested vendors are asked to provide capability statements covering institutional food-service experience, workforce retention strategy during gaps, relevant past performance, and descriptive pricing recommendations.
