The USPFO for Wisconsin Purchasing and Contracting Office intends to issue a solicitation to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to upgrade Bldg 504 Fire Detection & Install Fire Suppression. The existing Volk Field Combat Readiness Training Center (CRTC) Building 504 located at Volk Field Air National Guard Base – Camp Douglas, WI will be upgraded to provide fire protection for the building to be utilized as an aircraft hangar. The existing hangar includes an existing fire alarm system, but does not include an existing mass notification system, nor existing fire suppression system(s). The existing building will be slightly modified to accommodate the upgraded protection systems, including the addition of a fire pump and high-expansion foam (HEF) room. The hangar currently occupies 8,596 square feet and the new fire pump/HEF room will add no more than 600 square feet. The existing hangar will be provided with a new High-Expansion Foam (HEF) fire suppression system, new pre-action sprinkler system, new fire alarm system, new mass notification system, and fire extinguishers. The new pre-action sprinkler and foam risers, foam releasing panel and fire alarm panels will be located in the HEF room. The remainder of the currently non-sprinkler protected portions of the building (towers and new HEF room) will be protected by an automatic wet-pipe fire sprinkler system, fire alarm detection/initiation devices and fire extinguishers. This project will be solicited as a total small business set aside. All responsible offerors are encouraged to participate. The contract duration is 180 days from issuance of the Notice to Proceed. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000 average annual revenue for the previous three (3) years. The magnitude of this project is between $1,000,000 and $5,000,000. A solicitation will be issued no later than 4 November 2021. A pre-bid conference/site visit is anticipated to be held approximately 10 days after issuance of the solicitation and will be held at Volk Field ANG Base, Camp Douglas, WI.
