The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. This requirement is 100% set-aside for 8(a) small business concerns under North American Industry Classification System (NAICS) code 561330 Professional Employers Organizations with a Small Business size standard of $30.0 million dollars. For this requirement, the contractor will independently provide services of full time instructors to support Master Resilience Trainer Certification (MRT-C) Course training for Wisconsin Military Academy (WMA) in support of the National Guard MRT Training Center mission. The primary objective is to provide contractor services and deliverables through the performance of Training Instructional Development Specialist tasks and services. The Period of Performance is 30 June 2021- 29 June 2022 with four additional 12 Month option periods. The location of the work is at 426th Regional Training Institute, Building 90, Fort McCoy, WI 54656. The Wisconsin Army National Guard (WIARNG) is conducting market research to determine the capabilities of 8(a) Business concerns and assist the Contracting Officer in determining whether an 8(a) set-aside is appropriate for the procurement of services under the North American Industry Classification System (NAICS) code 561330. The anticipated award will be a base year contract with four one-year options, for a potential total of five years. The anticipated period of performance for the base year is 30 June 2021. BACKROUND: There is a continuing need for Instructor/Facilitator II positions to support the WIARNG’s Master Resiliency Trainer program at the Regional Training Institute at Ft. McCoy, WI. This contract is currently being successfully performed under W912J2-16-C-0002 by Task Source Inc. There are currently QTY 8 instructors fulfilling this contract.
