This is a solicitation for commercial items prepared in accordance with the format in FAR part 13, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number W912J2-20-R-0008 is being issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. This requirement is 100% set-aside for Small Business concerns under North American Industry Classification System (NAICS) code 541380 – Testing and Laboratories with a Small Business size standard of $16.5 million dollars. The requirements of this contract include providing all qualified personnel, materials, supervision, and quality control necessary, to perform Industrial Hygiene Laboratory Services for Lead Analysis, as defined in the attached Performance Work Statement. The Period of Performance shall be one Base Year of 12 months and (four) 12-month option period. Performance shall be at the contractor’s laboratory with ability to ship and receive goods necessary to the execution of the contract. The cut-off for questions is Wednesday, July 15, 2020, by 2:00 P.M. CST. All questions will be answered electronically and in writing through a solicitation amendment. Proposals shall be sent via e-mail ONLY to Lisa Braund at lisa.m.burns40.mil@mail.mil NO LATER THAN Wednesday, July 29rd, 2020, 2:00 PM CST. NOTE CHANGE TO PROPOSAL DUE DATE. ****AMENDMENT 0001 is issued and attached below in order to change para 3.1.2 from a minimum detection limit requirement of 5 micrograms per square foot to 10 micrograms per square foot. A question and answer document is also included. Please ensure you return the completed amendment acknowledgement with your proposal.****
