COMBINED SYNOPSIS/SOLICITATION: This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation W912J2-19-Q-7003 incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2019-01, dated 20 DEC 2018 and Defense Acquisition Circular DPN 20180928, dated 26 OCT 2018. This requirement is set-aside 100% Small businesses. North American Industry Classification System Code (NAICS) is 238990 - ALL OTHER SPECIALTY TRADE CONTRACTORS with a size standard of $15.0 Million. All qualified Small Businesses under this industry are encouraged to submit quotes. DESCRIPTION OF REQUIREMENT: BLANKET PURCHASE AGREEMENT (BPA) for Crane Rental with Operator Services. The Contractor shall provide all Cranes and Operation Services as stated within the attached Statement of Work (SOW). Place of Performance will be Volk Field Air National Guard Base, Camp Douglas, WI 54618. The anticipated Period of Performance (POP) shall be 1 April 2019 thru 31 March 2024. EVALUATION OF OFFERS: The Government will award a single Blanket Purchase Agreement resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation. The Government will evaluate offers based on price. Price - All offers will be evaluated according to the vendors quoted prices submitted to the Government IAW the SOW. The Government intends to evaluate offers and award a single blanket purchase agreement without discussions. Therefore, the Offeror's initial quote should contain the Offeror's best terms from a price standpoint.
