Description This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 3. Synopsis The Wisconsin CBRNE Enhanced Response Force Package (CERFP), Wisconsin National Guard, has a requirement to add equipment accessories to fourteen new pick-up trucks. This requirement is 100% set aside to small business. The North American Industry Classification System (NAICS) Code is 423120 and the Size Standard for Small Business is 200 employees. The requirement consists of the items listed below. More information is in the attachments. There are pictures of how the items are expected to look. The spreadsheet shows a list of our new trucks and what equipment is going on each truck (to include equipment provided by the government): 1. Provide and install Qty. 28 sets, of 8" Vinyl decals. 2 sets per vehicle on front and back. (Example "C1") 2. Provide Qty. 1 new, 65 gallon external fuel tank. Install Qty. 3 total, 65 gallon external fuel tanks. 3. Provide and install Qty. 6 new, Cab Level Toppers 4. Provide and install Qty. 5 new, Raised Roof Toppers. 5. Provide Qty. 3 new, and install Qty. 5 total, 8' Cargo bed slide systems. 6. Provide and install Qty. 14, black oval step tubes that span under both doors. 7. Provide and install Qty. 14, 2-Way Remote Starts. 8. Provide and install window tint on Qty. 14 trucks; 9. Provide and install Qty. 14, 360 degree spot lights 10. Provide Qty. 9, new and install Qty. 14 total, 12V to 110V power inverters. INVOICING: All invoicing will be accomplished through WAWF (Wide Area Work Flow). https://wawf.eb.mil/ 4. DELIVERY: Trucks will be delivered to destination within 50 miles of Madison, WI 53704 for completion of the install work. Work must be completed within 90 days of contract award. FOB: Destination 5. Evaluation and Award Factors The contractor is required to be registered in the System of Awards Management (SAM) database https://www.sam.gov/SAM/pages/public/index.jsf, and maintain the registration throughout the life of the contract. Determination of Firm Fixed Price awards will be based on Lowest Price Technically Acceptable (LPTA). The following factors will be used to evaluate offers: A) Price and B) Technical. A. Price will contribute substantially to the selection decision. The Wisconsin National Guard will evaluate the price information submitted in each offeror's price proposal along with acceptable technical capability. B. Please provide specifications and/or photos of the equipment you are proposing to install. The failure of an offeror to meet the requirements of a line item factor will result in an unacceptable rating. Technical will receive one of the ratings listed below: 1. Acceptable: Quote clearly meets the requirements of the solicitation. 2. Unacceptable: The quote does not clearly meet the requirements of the solicitation. 6.
