The U.S. Army Corps of Engineers ERDC-EL Biotechnology Team intends to sole-source advanced R&D support to Bioconsciencia, LLC to investigate and advance synthetic biology tools for environmental sensing, critical material supply chain security, and sustainable biomanufacturing. Required work includes synthetic cell sensing via two-component signaling, AI-optimized Rubisco variants in CO2-utilizing yeast, engineered protein chromatography for rare earth element capture, and genetically encoded conductive protein nanowires, with optional projects in carbon quantum dot sensing and microbiologically induced calcite precipitation. The contractor must provide an integrated research environment combining AI-driven protein engineering, high-throughput automated bioprocessing, and cell-free expression systems, plus immediate expertise in UV-B-responsive genetic circuits, automated fermentation scale-up, REE affinity separation, and bio-electronic material fabrication. The Government intends to procure from only one source because no other source is believed to possess the required synergistic expertise, infrastructure, and concurrent capabilities within its timelines and technical objectives.
