The USACE, Engineer Research and Development Center (ERDC), has a need to procure services to support the Geotechnical and Structures Laboratory (GSL), US Army Engineer Research and Development Center (ERDC), located in Vicksburg, Mississippi. Solicitation Number W912HZ25R0003 is being issued as a request for proposal (RFP) with the intent to award as an Indefinite Delivery Indefinite Quantity (IDIQ) contract using negotiated procedures with a five year ordering period. The GSL requires contract support services to perform research, development, testing, and evaluation tasks in support of Army and DOD civil and military missions. The specific tasks which the contractor will be required to participate in are directed towards satisfying and supporting Army and DoD requirements in several specific technical areas of R&D which include pavements and railroad, concrete and materials, mobility systems, weapons and explosive effects, laboratory support, and management and integration. During the course of this support services contract, the contractor will be required to develop and deliver modified materials, prototype hardware, scale model and prototype test articles, field and laboratory evaluations, test data, and system evaluations. The contractor shall be required to assist in the review of R&D work and products, which can include technical reports and papers, plans and specifications, progress reports, and other informal reports and video documentation covering research activities, technical briefings, and the presentation of research findings. A Firm Fixed Price (FFP), IDIQ SATOC will be issued using performance based acquisition methods with a period of performance of five years and a capacity of $20M. The primary place of performance will be Vicksburg, MS with travel requirements specified for each task order. NAICS 541690, Other Scientific and Technical Consulting Services, will be utilized for this procurement. Familiarization with or certification for equipment used by GSL may be required and shall be specified for each Task Order. Hardcopies will not be available.
