The Environmental Laboratory (EL) of the U.S. Army Corps of Engineers, Engineer Research and Development Center (ERDC) has a requirement for the development of evidence- based strategic risk communications in the form of podcasts using Mental Modeling Insight™ combined with MedRespond's Synthetic Interview™ process on a sole source basis to Decision Partners, Inc. (CAGE Code: 7S9R6). Expertise in evidence-based strategic risk communications through the utilization of Mental Modeling Technology™ and through the utilization of the MedRespond's Synthetic Interview™ process has been imperative to the development of communication and demonstration materials for the Engineering With Nature (EWN) program because they are the premier methods for generating the in-depth, evidence-based understanding of factors influencing decision making and behavior required to develop strategies, plans and communications to effectively address complex issues for this program. Because of the necessity to select a vendor with extensive experience in the utilization of Mental Modeling Technology™ and the utilization of the MedRespond's Synthetic Interview™ process, Decision Partners, Inc. is the only vendor with the known capability to perform these services. This notice is not a request for competitive quotes or proposals. A solicitation will not be issued. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
