This announcement constitutes the only solicitation and proposals are being requested. Requisition Number W912HZ22T7245 is being issued as a request for quote (RFQ) with intent to award as a single contract. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2022-02. This requirement is for full and open competition under North American Industry Classification System (NAICS) 811219 with a Small Business Size Standard of $22.0 million dollars. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) 3909 Halls Ferry Road, Vicksburg MS 39180-6199 has a requirement for a service contract for the Bruker S8 Tiger Spectrometer (Serial #: 213204) for continued operation. This is a patented instrument and only a certified company capable of support, maintenance, or upgrades to ensure manufacturing specifications are maintained is required. Mission The Environmental Processes Branch (EPP) of the ERDC Environmental Laboratory supports customer/stakeholder decision making for the Corps, the Army, and the DOD by providing research and technical expertise in the area of toxicology, systems biology, conservation, microbiology, soil science and beyond. The Soil & Sediment Geochemistry Team (SSGT) study the fate and transport of contaminants in soils and sediments to develop novel tools to meet customer needs. The main goal of the SGGT is to characterize the chemistry by which contaminants interact with environmental solids to aid in the determination of remediation strategies. A service contract for the S8 Tiger instrument will enable the SSGT to continue meeting project goals. Background The US Army Engineer Research and Development Center (ERDC), Environmental Laboratory (EL), Environmental Processes Branch (EP-P) requires means to monitor how stressors and/or contaminants impact microbes, insects, birds, and mammals as well as the fate and transport of contaminants through the environment. Determining the composition of soil and sediment using a spectrometer aids SSGT researchers in understanding the chemistry of how a contaminant interacts and moves through soils and sediments. Year 1 Task 1 – This service contract should include unlimited labor and repair, travel, phone and web support, OEM parts including tubes and consumables, unlimited shipping of parts, all software and hardware installation costs, one preventive maintenance visit per contract period, and access to loaner equipment when available. The ERDC point of contact (POC) will contact the vendor at any time during the 12 month duration of the contracting period if the instrumentation becomes inoperable and also will schedule one preventative maintenance visit during the contract duration. Once contacted, the service contractor shall provide resolution within 5 business days (via repair or loaner of instrument). The service contractor shall successfully integrate and coordinate all activity needed to execute the service contract agreement. The contractor shall manage the timeliness, completeness, and quality of problem identification. Period of Performance This contract is for a new service contract for maintenance of the Bruker S8 Tiger Spectrometer for a period of 12 months. Deliverables: 1) one preventative maintenance 2) unlimited repairs as needed using OEM parts Standard/AQL: Maintenance and unlimited repair as needed of the instrument performed IAW the manufacturer's manual in a scheduled visit at the government’s convenience. AQL: Meets all warranty requirements. BASIS FOR AWARD The Government intends to award one contract to the responsible offeror whose quote is responsive to the solicitation and determined to be the best value and most advantageous to the Government. Each quote will be evaluated for technical capability, past performance and price.
