SOURCES SOUGHT NO: W912HZ22S5201 This is a SOURCES SOUGHT SYNOPSIS announcement to be used for preliminary market research purposes only. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of Small Business, 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB) to compete and perform the services under a contract. The type of solicitation and contract to be issued will depend upon the responses to this sources sought synopsis. North American Industrial Classification System (NAICS) Code applicable to this sources sought is 334516 – Analytical Laboratory Instrument Manufacturing. The Small Business Size Standard for this sources sought is 1,000 employees. Prior Government contract work is not required for submitting a response under this sources sought synopsis. PROJECT DESCRIPTION Due to these instruments being intrinsically linked (e.g., the CG measurement is required for the MOI instrument), this may be fulfilled by two separate instruments acquired simultaneously or a single instrument that calculates both CG and MOI measurements and meets the requirement. Center of Gravity (CG) measurement instrument Center of gravity (CG) measurement using fully automated operation Specifications: Calibrated and National Instruments of Standards and Technology (NIST) certified Computer and software to interface with CG instrument, collect data and report results included Capable of measuring payloads within a range of 2 – 50 lbs with a minimum CG accuracy of ± 0.04 inch Support equipment/hardware for operating, adjusting, calibrating, and servicing included Moment of Inertia (MOI) measurement instrument Direct measurements of moment of inertia (MOI) for complicated geometries Specifications: Calibrated and National Instruments of Standards and Technology (NIST) certified Software to interface with MOI instrument, collect data, and report results included Capable of measuring payloads up to 50 lbs with minimum a MOI accuracy of ±0.25% of the value Instrument must be capable of handling a 50 lb payload with a minimum CG height 20 inches above the mounting plate but have no obstructions or limitations to the overall height of the payload Diameter of the payload not limited by obstructions Instrument housing of sufficient strength and rigidity to support the requested payloads and that deflections do not affect accuracy Minimum overturning moment of 130 lb-in Support equipment/hardware for operating, adjusting, calibrating, and servicing included Firm’s response to this Sources Sought shall be limited to 1 page and shall include the following information: 1. Company name, address, DUNS number, CAGE code, point of contact, telephone number and email address. 2. Firm’s interest in quoting on the solicitation when it is issued. 3. Firm’s capability to provide the instrument(s) – One instrument or two in order to meet the requirement. 3. Provide company's business size (small or other than small) and all applicable socio-economic category information (Small, 8(a), HUBZone, SDVOSB, and WOSB). 4. Delivery will be to the ERDC located in Vicksburg, MS. If lead time is required, please indicate the timeframe.
