This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Corps of Engineers Research and Development Center (ERDC), Information Technology Laboratory (ITL) intends to purchase two Subterranean Through the Earth (TTE) Communication Radios for use in transmitting data from chemical sensing of municipal sewer systems The ERDC Information Technology Laboratory (ITL) is developing a semi-autonomous robotic platform to deploy chemical sensors to municipal sewer/wastewater systems in order to detect illicit materials and other substances of interest. Once the sensors are deployed, the data will need to be transmitted from the tunnel, through the earth, to the surface. To meet these needs, the ERDC requires the Canary CommPac TTE Radio OR EQUAL radios. These radios will be integrated with a subterranean sensor network and will be used in the ERDC prototype model of the sensor network. They will remain at ERDC. See the attached product description for full the details of this requirement. This procurement is being conducted in accordance with regulations at FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 334220 (Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing), with a size standard of 1,250 employees. There are no restrictions as to whom can submit a quote. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical - Providing items that at least meet the minimum specifications as defined in Attachment 01 (Product Description). 2) Price The vendor must submit the following so the Government can evaluate the offeror’s technical acceptability: 1) Technical - Providing items that at least meet the minimum specifications as defined in Attachment 01 (Product Description). It is incumbent upon the quoter to submit sufficient documentation and information for the Government to determine technical capability and quoted price.
