The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Coastal and Hydraulics Laboratory (CHL) intends to award a contract on a sole source basis to Oceanweather, Inc. upon the basis of the authority provided at FAR 13.106(b)(1). The requirement is to procure data to develop best wind/pressure field specifications from the reanalysis of five (5) historical tropical cyclones (Harvey, Nate, Ivan, Camille and Matthew). The wind/pressure fields and associated TROP files are needed in support of CHL's ongoing coastal storm damage risk reduction studies for which historical wind and pressure field files are needed to ascertain numerical storm surge and wave model accuracy. Requirement: The Contractor shall provide fifteen (15) sets of wind/pressure and TROP files. The fields shall be specified at 15 minute time intervals and cover the entire storm period of record. The fields must be stored in ASCII formatted text files using the standard PBL format. USACE-ERDC shall have unlimited rights to and ownership of all deliverables provided in accordance with FAR 52.227-14. Oceanweather, Inc. is the only responsible source and no other vendor's data will satisfy the Government's requirements. Several recently completed and ongoing USACE storm surge and waves modeling studies made use of winds generated from one originator, Oceanweather, Inc. Diverging from this source would cause the validation and verification procedures from the above mentioned hurricanes to differ greatly from any other source; thus the Government would not be able to ascertain model errors resulting from using synthetic storms (already developed by Oceanweather) and in comparison to other historical storms also developed by Oceanweather. When modeling hurricane storm surges and waves, it is critical to eliminate all variabilities in the wind/pressure field specifications and not to introduce modeling technology that would produce major errors in the hindcast of historical storm events. The associated North American Industry Classification System (NAICS) code is 541690, which has a size standard of $15,000,000. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
