The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to issue an award on a sole source basis (IAW FAR 13.106-1(b)(1)) to Aquatic Analysts, 43 Telegraph Lane, Friday Harbor, WA 98250 for the Development of the Phytoplankton Biologicals. The request for services shall include tasks to advance Research and Development (R&D) being executed by EPC and the business operations that are associated with their execution, based on EPC current sample analysis requests, and previous purchases of similar analytical services, both internal to and external to ERDC. The contractor shall be a full-service laboratory able to furnish all labor, materials and supplies to accomplish the biological and taxonomic identification analyses. This service contract can be met by commercially available services. This service is offered by Aquatic Analysts, and is the only vendor that can maintain project integrity and continuity of current analytical service processes. The intended procurement will be classified under North American Industry Classification System (NAICS) 541380. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data sufficient to determine capability in providing the same or similar supply. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government.
