THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATION OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE US ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. The purpose of this sources sought announcement is to gain knowledge of interested, capable, and all qualified small businesses including but not limited to Small Business, 8(a) Small Business Development Program, Service Disabled Veteran Owned Small Business, and Hubzone firms. The North American Industry Classification System (NAICS) Code 237990; Size Standard $37 million. The Product Service Code is Z1KF. Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. To make appropriate acquisitions for the above project, the Government, will use responses to this source sought announcement and possible future projects as determined to be in the best interest of the Government. The order of magnitude for this effort is estimated between $10,000,000 and $25,000,000. Project Information: Pipeline dredging, deep draft, of the Galveston Harbor generally located in-between Galveston Island and Pelican Island. The estimated quantity for Schedule 1 is 2.25 million cubic yards. Material will go to an upland Placement area, Pelican Island PA. The project may include two options for dredging Galveston Harbor Shelves. Project may also include an option for new work dredging within the Galveston Harbor with an estimated quantity of 600,000 cubic yards. The new work option may be incorporated into Schedule 1 before solicitation is issued. Notice to Proceed may be delayed 120 after the date of award. Order of work will be dependent on status of the channel. Estimated Production Rate - The estimated cubic yards per day is 16,000 cubic yards. Schedule 1 - Completion time is estimated at 180 calendar days Options – Completion time for options is estimated at 90 calendar days. Contractor should be familiar with the dredge material placement areas and the soft material found within them. Contractor should be familiar with the traffic conditions on the Galveston Harbor Channel and Houston-Galveston-Texas City Navigation complex. Contractor should provide experience as a prime contractor dredging deep draft navigation channels and provide production rates. The contractor will be required to provide Performance and Payment Bonds within five (5) calendar days after award. Contractor will be required to furnish Pre-Award documents within five (2) calendar days after Bid Opening. The contractor shall begin Work within (10) calendar days after acknowledgement of the Notice to Proceed. Qualifications: Responses to this source sought announcement shall indicate specialized experience and technical competence in: Contractor must be experienced in completing work outlined under the paragraph above for “Project Information”. Provide documentation for your firm on past similar efforts as a prime contractor. Provide a list of your present commitments and completion dates for these commitments. Identify dredge on present commitments and identify dredge and size of dredge to be used on this requirement. The evaluation will consider overall experience. 7. Submission Requirements: Firms submitting responses shall provide information on the most recent up to five projects that prove you can meet the qualification criteria listed above, with contract number, project location, description of work requirements, dredge and size of dredge utilized, average production on the job, contact and phone number for each effort. Firms should also indicate all applicable personnel and sub- contractors proposed to work on the contract. Proof of Small Business Administration (SBA) registration 8(a) and Hubzone Small Business shall be provided with this response. Firms responding to this announcement, who fail to provide ALL required information requested and outlined above, may be excluded from further consideration in the review and analysis for acquisition strategy determination. Anticipated solicitation issuance date is on or about July 2025 and the estimated bid due date will be on or about August 2025.
