THIS IS A NOTICE FOR SOURCES SOUGHT ONLY. THIS ANNOUNCEMENT SEEKS INFORMATION FROM INDUSTRY, WHICH WILL BE USED FOR PRELIMINARY PLANNING PURPOSES. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATION OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE US ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT ANNOUNCEMENT. REPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. The purpose of this sources sought announcement is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the small business community: Small Business (SB), 8(a) Small Business Development Program, Historically Underutilized Business Zones (HUB-Zone), Service Disabled Veteran Owned Small Business (SDVOSB), Economically Disadvantaged (ED/Woman Owned (WO) and Woman Owned (WO) Woman-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Please NOTE this solicitation WILL require offerors to enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding to this solicitation. The NIST score is a responsiveness item. Bids/offers from contractors with a NIST score in SPRS will be considered responsive and evaluated/considered for award. Those without a NIST score in SPRS will be deemed NON-RESPONSIVE and thus not evaluated/considered for award. The Government is seeking qualified, experienced sources capable of performing the following: Project Description: Dredging, Freeport Harbor, Improvement of Channel Reaches. 1. The Freeport Harbor Channel Improvement Project located in Brazoria County, Texas is a contract to improve (meaning widening and deepening) the main channel from the currently authorized -46 feet Mean Lower Low water (MLLW) to the new authorized depth -56 MLLW dimension. The work is primarily dredging and may entail turtle trawling. The work combines the maintenance and new work dredging to completely construct the remainder of approximate 10.6 miles of channel to the new federally authorized dimensions. This approximate 10.6 miles is broken out along: Reach 2 (approximate 1-mile channel improvement, and Submerged Bend Easing (Below +2 ft NAVD88) and incidental installation shoreline protection); Reach 1 (approximate 8.9 mile channel improvement); and Reach 4 (approx. 0.72 mile channel improvement). This dredging contract work involves the complete clean out (maintenance material) of the existing channel template and the construction (new work) of the new channel to the prescribed authorized transition depths: Reach 2 (-51 feet MLLW); Reach 1 (-56/58 feet MLLW) template; and Reach 4 (-26 feet MLLW). All material from the finished construction project templates will be dredged and placed into a designated offshore Ocean Dredged Material Disposal Site (ODMDS) in the Gulf. Ultimate construction of the new channel (authorized depth and advanced maintenance) is estimated to generate a total estimated 18 million cubic yards (CYD’s) with all maintenance and new work material excavated and placed into required ODMDS. 2. Period of Performance: Although still in design and subject to change currently the contract estimated layout is broken out as Base plus Options as shown below: 3. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is between $100,000,000 - $250,000,000. 4. NAICS Code 237990, Other Heavy and Civil Engineering Construction. 5. SB Size Standard is $30 million for dredging. 6. PSC Code: Y1KB 7. Bonding Requirements: The Contractor will be required to provide the Performance and Payment Bonds within 3 calendar days after award. The contractor shall begin work within 10 calendar days after receipt of the Notice to Proceed. 8. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in the estimated amount of $3,941.00 for each calendar day of delay until the work is completed or accepted. 9. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Firm’s response to this Sources Sought Synopsis shall be limited to 5 pages and shall include the following information: 1. Proof of Small Business Administration (SBA) registration 8(a) and Hubzone Small Business shall be provided with this response. 4. Firm’s Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable. 5. Firm’s Bonding Capability (Construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company. 6. Firm’s interest in submitting a bid. Please indicate whether your firm will submit a bid for this project, if this project is set-aside for Small Business, 8(a), Hubzone Small Business, or Service Disabled Veteran-Owned Small Business. 7. Qualifications: Responses to this sources sought announcement shall indicate specialized experience and technical competence in: (a) Contractor must be experienced in completing work outlined under the paragraph above for “Project Description”. (b) Provide documentation for your firm on past similar efforts as a prime contractor. (c) Provide a list of your present commitments and completion dates for these commitments. Identify dredge on present commitments and identify dredge to be used on this requirement. The evaluation will consider overall experience. 8. Submission Requirements: Firms submitting responses shall provide information on the most recent up to three projects that prove you can meet the qualification criteria listed above, with contract number, project location, description of work requirements, contact and phone number for each effort. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, may not be used to help the Government make the acquisition decision, which is the intent of this sources sought announcement.
