THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this pre-solicitation notice or any follow up postings. The U.S. Army Corps of Engineers – Galveston has been tasked to solicit for and award a target of 15 contracts: ten on an unrestricted basis, and five to Small Business (SB) concerns for a small business reserve within the MATOC. Project Description: This will include a total estimated capacity for the MATOC pool is $7,000,000,000 and will be shared between the MATOC pool. The capacity will be measured against all task orders awarded over the entire contract duration. A Draft RFP has been posted to SAM under Notice ID: DRAFT_W912HY21R0012. The general scope of work for this project includes, but is not limited to: Construction and pre-construction services required including both Design-Build and/or Design-Bid-Build (DBB) construction for flood and storm damage reduction projects. Requirements include a mix of levees, floodwalls, drainage structures, pump stations, sector gates, channel widening, bridges, armoring and other heavy civil construction. These MATOCs are intended to support USACE programs primarily within the boundaries of SWD, such as civil works, operations, military construction and Interagency and International (IIS) support. The North American Industry Classification System code for this procurement is 237990, which has a small business size standard of $39.5M. It will be solicited as an unrestricted acquisition with a small business reserve. In accordance with DFARS Subpart 236.2, the estimated construction price range for this project is over $500M. Estimated duration for the MATOC will be eight years, one four-year base and two two-year options. Proposals will be evaluated under the Two Phase Design Build Process, using the best-value trade-off process. Anticipated solicitation issuance date is on or about 21 February 2022, and the estimated proposal due date will be on or about 23 March 2022.
