Final Pre-solicitation Notice W912HY21B00021 The U. S. Army Corps of Engineers, Galveston District Office requires a contract for Houston Ship Channel, Texas Expansion Channel Improvement Project 11: Dollar Reef Oyster Mitigation, Galveston County, Texas. SMALL BUSINESS SET ASIDE COMPETITION. THE WORK CONSISTS OF: Schedule No. 1 Construction of three (3) oyster pads: 1) 2,060’ x 300’, 2) 2,531 x 300’, and 3) 1,888’ x 300’. Approximately 278,700 tons of cultch material will be required to construct the three pads. Water depths at placement site are less than – 10 MLLW. Contractor should be experienced working within Galveston Bay, Houston Ship Channel and surrounding area. Option work includes: Extension of one (1) of the oysters pads an additional 145' x 300' (1.0 acre). Approximately 6,400 tons of cultch material will be required for the pad extension construction. Option 2 is another extension of 941' x 300' (6.5 acres) using approximately 40,400 tons of cultch material. Water depth is less than -10 MLLW. Contractor should be experienced placing large quantity of select stone on bay bottom to construct pads. Completion time for Schedule No. 1 is 188 calendar days. Completion time for Option No. 1 work if awarded is 5 calendar days and for Option No. 2 work if awarded is 28 calendar days. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in the amount of $2,609.00 for each calendar day of delay until the work is completed or accepted. . The solicitation issued will be a firm-fixed price contract award. Estimated magnitude for this effort is estimated between $10,000,000.00 - $25,000,000.00. Bonding Requirements - The Contractor will be required to provide the Performance and Payment Bonds within 5 calendar days after award. The contractor shall begin work within 10 calendar days after the contractor receives the Notice to Proceed. Furnish pre-award documents within 2 working days after Bid Opening. Prior Government contract work is not required for submitting a response to the solicitation. The Solicitation issued will be Firm Fixed Price. This solicitation is subject to the availability of funds. The Solicitation is a SMALL BUSINESS SET ASIDE COMPETITION. The Solicitation will be issued on or about 3 Aug 2021. Response date on or about 2 Sept 2021. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990. The Small Business Size Standard is $39.5 Million.
