The U.S. Army Corps of Engineers, Galveston District Office requires a construction contract for the Cedar Bayou Navigation Channel, Cedar Bayou Channel Improvement in Chambers and Harris Counties, Cedar Bayou, Texas. Project Information: The work consists of Demolition and construction of Drop-Outlet, pipeline management, clearing and grubbing placement areas, stripping and turfing, construction of 464,500 CY Semi-compacted containment dike raise, placement of 8,500 SF articulating concrete block, placement of 1,200 SY geotextile, 732,000 CY pipeline dredging, 181,000 CY Mechanical excavation, placement of 15,080 tons of blanket stone, placement of 48,477 tons of riprap. Completion Time: 420 calendar days. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government (amount will be determined in the solicitation) for each calendar day of delay until the work is completed or accepted. The contractor will be required to provide Performance and Payment Bonds within (5) calendar days after award. The contractor shall begin work within (10) calendar days after acknowledgement of the notice to Proceed. The Solicitation issued will be Firm Fixed Price. The magnitude of this project is between $45,000,000 and $55,000,000. The solicitation is advertised as “UNRESTRICTED-FULL & OPEN COMPETITION TO BOTH LARGE & SMALL BUSINESSES”. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990 – Other Heavy and Civil Engineering Construction: To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. The Small Business Size Standard is $39.5 Million. The solicitation will be issued on or about 26 Feburary 2021. Response date is 25 March 2021 @ 2:00 PM (All bids must be submitted electronically via beta.sam.gov site). The estimated award date for this project is 17 May 2021. Subcontracting goals for the Galveston District are: 45.0% - Small Business; 17.0% - Small Disadvantaged Business; 10.5% - Woman-Owned Small Business; 15.0% - HubZone Small Business; 6.5% - Veteran-Owned Small Business and 5.0% - Service Disabled Veteran-Owned Small Business.
