The U.S. Army Corps of Engineers, Galveston District will be issuing a Request for Proposals (RFP) for Professional Geotechnical Field Exploration and Laboratory Testing in Support of the U.S. Army Corps of Engineers, Galveston District and the Southwestern Division. The Government intends to award a Multiple Award Task Order Contract (MATOC) with a target of two (2) Unrestricted (UR) and a target of two (2) Small Business (SB) reserve Firm-Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) contracts. The total capacity of the MATOC will be $20,000,000, and the MATOC will consist of a three-year base period and one two-year option period. The minimum guarantee for each award will be $2,500, applicable to the base period only. The North American Industry Classification System (NAICS) code for the work is 541380-Testing Laboratories; the small business size standard is $16.5 mil. The Solicitation is planned to be issued on or about 21 April 2020. The maximum amount per task order will be $3,000,000 for the Unrestricted pool and $100,000 for the Small Business pool. Professional services are in conjunction with civil, military, and work for others projects assigned to USACE. Project locations are determined per task order, and services could include, but are not limited to, field exploration, core drilling, soil sampling and laboratory testing services to determine the type, nature, and characteristics of the subsurface material at existing and proposed project sites. Locations will include terrain of varying types, steepness, and consistencies ranging from hard-surfaced dry land to soft marsh lands, including swamps and dredged material placement areas, lands with excessive moisture or soft to very soft surface and subsurface conditions, partially to fully submerged areas with varying depths of ponded or standing water, and areas which may be covered by heavy vegetation or brush. Locations may include inland waterways and channels, portions of other bodies of water, and waters of and in close proximity of deep draft navigation channels including entrance channels offshore. The locations of the projects will at times be on islands that are only accessible by water. Locations will also include shallow and deep draft inland waterways and channels, rivers, lakes, bays, streams, and similar bodies of water within the Southwestern Division, as well as waters offshore from the States of Texas and Louisiana and other states and counties as required by specific task orders. This is NOT a request for proposals at this time; the solicitation requirements and contract documents to include instructions for submission and the response date will be available on or about 21 April 2020.
