The U.S. Army Corps of Engineers, Galveston District Office requires a dredging contract for the Brazos Island Harbor, Texas, Jetty and Entrance Channels, in Cameron County, TX Hopper Dredging. Project Information: The work consists of Schedule No. 1 - Maintenance dredging of Brazos Island Harbor, Jetty and entrance channels. Estimated quantity is 450,000 cubic yards (CY). Dredged material will be placed at placement area Nearshore Berm BU site 2A/2B. Contractor is to commence work within 10 calendar days after the date the Contractor receives the Notice to Proceed (NTP). Complete the entire work ready for use not later than 26 calendar days after the date the Contractor receives the NTP. Options 1-4 are for Sea Turtle Trawling and Relocation. Option 5: Placement of dredged material at Beach Placement area DMPA No.1 and No. 5 in lieu of Nearshore Berm BU site 2A/2B. If awarded, an additional 14 calendar days will be added to the contract duration. Completion Time: Schedule No. 1 - 26 calendar days. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in the amount of $3,337.00 for each calendar day of delay until the work is completed or accepted. The contractor will be required to provide Performance and Payment Bonds within (2) calendar days after award. The contractor shall begin work within (10) calendar days after acknowledgement of the notice to Proceed. The Solicitation issued will be Firm Fixed Price. The magnitude of this project is between $5,000,000 and $10,000,000. The solicitation is advertised as “UNRESTRICTED-FULL & OPEN COMPETITION TO BOTH LARGE & SMALL BUSINESSES”. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990 – Dredging: To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. The Small Business Size Standard is $30 Million. The solicitation will be issued on or about 20 Aug 2020. Response date is 22 September 2020 @ 2:00 PM (All bids must be submitted electronically via beta.sam site). The estimated award date for this project is 23 Oct 2020. Subcontracting goals for the Galveston District are: 30.82% - Small Business; 16.0% - Small Disadvantaged Business; 7.68% - Woman-Owned Small Business; 6.0% - HubZone Small Business and 4.0% - Service Disabled Veteran-Owned Small Business.
