The U.S. Army Corps of Engineers, Galveston District Office requires a construction contract for the Sabine Neches Waterway, Texas, Placement Area 8 Containment Dike Raise in Jefferson County, Texas. Project Information: The work consists of Schedule No. 1 - Project Consists of a Containment Dike Raise utilizing approximately 350,000 cubic yards of material, a Training Dike Raise of approximately 20,000 cubic yards, Drop-Outlet Structure Repairs (Clean & Paint, Repair/Replace Riprap, Walkway Reinstallation) Clearing & Grubbing, and the Installation of 1 Vehicular Barrier Gate. Completion Time: Schedule No. 1 - 265 calendar days. If the contractor fails to complete the work within the time specified, the contractor shall pay liquidated damages to the Government in the amount of $3,249.00 for each calendar day of delay until the work is completed or accepted. The contractor will be required to provide Performance and Payment Bonds within (5) calendar days after award. The contractor shall begin work within (10) calendar days after acknowledgement of the notice to Proceed. The Solicitation issued will be Firm Fixed Price. The magnitude of this project is between $1,000,000 and $5,000,000. The solicitation is advertised as “UNRESTRICTED-FULL & OPEN COMPETITION TO BOTH LARGE & SMALL BUSINESSES”. The North American Industrial Classification System (NAICS) Code applicable to this project is 237990 – Other Heavy and Civil Engineering Construction: To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. The Small Business Size Standard is $39.5 Million. The solicitation will be issued on or about 22 June 20 Response date is 22 July 2020 @ 2:00 PM (All bids must be submitted electronically via beta.sam.gov site). The estimated award date for this project is 08 September 2020. Subcontracting goals for the Galveston District are: 45.0% - Small Business; 17.0% - Small Disadvantaged Business; 10.5% - Woman-Owned Small Business; 15.0% - HubZone Small Business; 6.5% - Veteran-Owned Small Business and 5.0% - Service Disabled Veteran-Owned Small Business.
