The U.S. Army Corps of Engineers, Japan District, is conducting market research for a Construction Site Security Monitoring contract at Yokota Air Base, Japan, for the AFSOC Hotel project. The work requires physical, personnel, technical, and procedural security, temporary security infrastructure/equipment, CCTV/access control support, and construction surveillance in compliance with ICD 705 and the Construction Security Plan. The contractor must hold and maintain a TOP SECRET Facility Security Clearance; SSPM and CST roles require fully vetted TOP SECRET clearances with no interim clearances, CAGs require SECRET clearances, and key personnel must be U.S. citizens; CMMC Level 2 Self is anticipated. The expected period of performance is approximately 540 calendar days, from 01 November 2027 through 23 April 2029, subject to change. Competition is limited to U.S. contractors with appropriate clearances, the selected contractor will receive Article Ib Invited Contractor status under the Japan–U.S. Status of Forces Agreement, and award is expected on a firm-fixed-price basis using FAR Part 12 commercial procedures with a Lowest Price Technically Acceptable methodology.
