JED intends to sole source this requirement through modification of the current SATCOM contract with PPIJ as duplication of cost to the Government is not expected to be recovered and we anticipate unacceptable delays will result if open competition is pursued. The UPS system is vital to the continuous operation of sensitive equipment within the SATCOM facility and critical to the mission of the requiring agency. The UPS system must be incorporated into the overall design of the building electrical system to ensure proper functioning and minimize the risk of any damage to the SATCOM systems relying on it. The required UPS system is considered Installed Building Equipment and is integrated as a part of the facility electrical power distribution system necessitating commissioning after installation. As such, the UPS design must match the static transfer switch and electrical distribution system designed and installed by the construction contractor. After consideration of a full and open procurement, the delays created by the estimated six-month acquisition period, the required timeframe for a new contractor to become familiar with the electrical system and project requirements, and long lead times of approximately one-year to order an UPS system create unacceptable delays in this project. PPIJ already possesses conclusive knowledge of the electrical system and can meet the requirement for the UPS without the duplicative costs and detrimental delays to the requiring agency. Given the above, firms interested and capable of performing this work with any objections are highly encouraged to submit a response explaining their ability to work within an active construction site to coordinate the requirements, supply, and install the UPS system within the designated 400-calendar day period of performance. The purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government’s acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Information about the project: This purpose of this project is for the supply and installation of one Uninterruptible Power Supply (UPS) system to support the SATCOM facility currently under construction on Fort Buckner, Okinawa, Japan. This facility is owned and operated by the U.S. Army Network Enterprise Technology Command (NETCOM). The UPS provides emergency power to the SATCOM facility when the main power fails and protects critical components from power spikes or surges. The SATCOM facility is required to operate at peak efficiency 24 hours per day and 7 days per week with no down time. Project Description: The site is currently undergoing a phased construction of the SATCOM facility with another Prime Contractor on-site. This project would require the awardee to conduct work in an active 10-year ongoing construction project owned by another company. The selected firm would need to coordinate with the construction contractor building the facility on the design and installation of the UPS system. This is a large communications and computer network facility with four large satellite radomes requiring UPS support. Estimated power requirement is 600-700 kVA. The Contractor selected for this project is required to plan and incorporate the UPS system into the overall design of the building electrical system to ensure the continued operation of sensitive and critical communication equipment operating within. The UPS design must be compatible with the static transfer switch (STS), electrical distribution system, and floorplan designed by the on-site construction Contractor. The UPS system shall be complete and useable by the estimated completion date of the facility, July 2024.
