Project Magnitude: Between ¥250,000,000,000,000 and ¥50,000,000,000,000 ($250,000,000 and $500,000,000) (DFARS 236.204) Project Description: Construct a corrosion control facility for maintenance, corrosion control, and painting of large-bodied aircraft. The facility consists of a single bay paint booth, single bay prep/wash hangar, and support spaces for maintenance, corrosion control, and painting operations. The facility will be constructed from cast-in-place concrete walls with a structural steel truss framing system to support a cast-in-place concrete roof. The project will include supporting facilities such as utilities, pavements, and site improvements to provide a complete and usable facility. The facility should be compatible with applicable United States Department of Defense, Air Force, and base design standards. This project will demolish B3542 (2,832 square meters). In addition, local materials and construction techniques shall be used where cost effective. The facility must also be able to withstand wind loads and seismic effects as prescribed in applicable codes and design guides. Facilities will be designed as permanent construction in accordance with the Department of Defense Unified Facilities Criteria 1-200-01, General Building requirements. This project will comply with Department of Defense Antiterrorism/Force Protection requirements per Unified Facilities Criteria 4-010-01. We are requesting inputs in two parts: PART 1 consists of inclusion of a Berm Removal and Cultural Asset Survey (CAS) to be accomplished prior to construction; and PART 2 is for the construction of Theater Corrosion Control Prep Hangar. PART 2 specific market research will be accomplished at a future date dependent on responses received. This announcement is PART 1 and represents a market survey that is intended for planning purposes only. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). -------------------------------------------------------------------------------------------------------------------- PART 1 Project Description: The Contractor shall provide partial berm removal and a CAS to prepare site for construction of a Theater Corrosion Control Prep Hangar on Kadena AB, Okinawa, Japan. Following partial removal of the berm and completion of temporary shoring, the Contractor shall provide all coordination and excavation services for 16 archaeological test pits within the project area. CAS survey area will be confined to the ground under the section of the berm that will be removed. The contractor shall place 3,000 m2 of temporary shoring in to conduct the CAS survey in approximately 12,000 m2 of survey area. The total volume of berm excavation work is estimated at 48,000 m3. The contractor will be required to space 16 test pits out within the survey area at roughly 30m intervals; the dimensions and depth will vary depending on site conditions. Additional pits may be required in response to survey findings. Test pit locations will be determined by the Contracting Officer (KO) and field adjusted by the Contractor’s archeologist in close coordination with the local Board of Education (BOE) archaeologist. During excavation, the Contractor’s archeologist shall direct the excavation in coordination with the BOE archeologist. The local BOE has jurisdiction over the archeological resources on base. The requirements for any data recovery may vary and will also require coordination with the BOE through the KO. As such, the Government plans to have ‘Data Recovery’ as an option line item for performance. Following completion of the archaeological test pits, data recovery (if necessary), and site restoration, the Contractor shall proceed with construction of the permanent retaining wall. The facility is comprised of two single-story bays for aircraft corrosion control maintenance and a single-story facility for administrative and shop spaces. The bays require a perimeter cast-in-place concrete wall and a structural steel truss framing system to support the roof. The administrative/shop facility requires interior cast-in-place concrete columns and perimeter cast-in-place concrete walls and columns. The project will include supporting facilities such as utilities, pavements, and site improvements to provide a complete and useable facility. The project includes the demolition of B3542 (2,830 SM). The constructed building must be able to withstand corrosive environment, wind loads, and seismic effects as prescribed in applicable codes and design guides.
