Introduction: The U.S. Army Corps of Engineers, Japan District (POJ), Okinawa Area Office is providing a Pre-Solicitation notice pursuant FAR 36.213-2 for an upcoming solicitation; this synopsis is not a solicitation. Project Information: Project Title: Operations Support Facility, Chibana Compound Project Location: Kadena AB, Okinawa, Japan Project Product/Service Code: Y1AZ – Construction of Other Administrative Structures Project NAICS: 236220 – Commercial and Institutional Building Construction Project Magnitude: Between $10,000,000 and $25,000,000 (¥1,050,000,000 and ¥2,625,000,000 JPY) (DFARS 236.204) Project Description: The purpose of this project is to construct a new operational support facility for the Defense Logistics Agency (DLA) on the Chibana Compound in Okinawa, Japan. This undertaking will provide a modern administrative headquarter and operational space to replace the eight existing administrative buildings on the Chibana Compound. This undertaking will necessitate project phasing. The existing facilities will be occupied during construction and will be demolished once the new operational support building is constructed. Buildings requiring demolition are: 53110, 53115 Wing A, 53115 Wing B, 53115 Wing C, 53115 Control Room Wing, 53117, and 53125 will be demolished. Buildings 53135, 53145, 53155, and 53156 are not part of this project. The scope of work includes, but is not limited to, Mobilization, Demolition, Abatement work, Disposal, Construction of the main Operations Support Building, Phasing, Construction of Supporting Facilities, Electrical Utilities, Communication Utilities, Water and Sewer Utilities, Site Preparation, Roads, Sidewalks, Parking, Site Improvements, Landscaping, Low Impact Development, Environmental Mitigation, and Demobilization. The contractor shall provide all labor, transportation, materials, equipment, and supervision necessary to accomplish various construction, demolition, repairs, alterations, and associated incidental environmental work as stated in the scope of work. Solicitation Information: 1. The Government anticipates issuing the solicitation no later than April 2022 with offer due date in August 2022. The planned period of performance is 912 calendar days for construction. All solicitation documents, drawings, and specifications will be posted on beta.SAM.Gov at no charge when issued. Interested vendors are responsible to monitor beta.SAM.gov website for issuance of the solicitation and/or amendments. 2. The Government intends to award a firm-fixed-price construction contract as a result of this solicitation. This is a Design-Bid-Build (D-B-B) contract. 3. All interested companies shall be actively registered in the System for Award Management (SAM) database to be eligible for award of Government contracts. Information on registration and annual confirmation requirements may be found at http://www.sam.gov. For a Joint Venture, the Joint Venture as an independent entity must be registered in SAM as such. This award is not restricted to small business. 4. This contract will be performed in its entirety in the country of Japan and is intended only for local sources. Only local sources will be considered under this solicitation. Local sources are sources (e.g. corporations, partnerships, or Joint Ventures [For a Joint Venture, the Joint Venture as an independent entity must satisfy the local source requirements or, in the alternative, each member of the Joint Venture must individually satisfy the local source requirements]) that are physically located in Japan and authorized (i.e. licensed and registered) to perform in Japan, the type of construction work specific in this solicitation. Specifically, a prospective offeror must be duly authorized to operate and conduct business in Japan and must fully comply with all applicable laws, decrees, labor standards, and regulations of Japan during the performance of the resulting contracts. In addition, prior to award of the contracts, offerors must be registered with the Government of Japan to do construction work in Japan and possess necessary construction licenses and permits to perform work required under this solicitation. Construction license will be verified through the Government of Japan – Ministry of Land, Infrastructure, Transport, and Tourism (MILT) https://etsuran.mlit.go.jp/TAKKEN. The U.S. Government will not offer “United States Official Contractor” status under Article XIV of the US-Japan Status of Forces Agreement (SOFA) to U.S. contractors normally resident in the United States; nor will the U.S. Government certify employees of such contractors as “Members of the Civilian Component” under Article I(b) of the SOFA. Please note, draft plans and specifications were provided previously for Informational Purposes for the W912HC-22-Z- 0010. Offerors are cautioned that those drawings and specifications were in Draft Format. No comments are accepted at this time, but will be welcomed when the solicitation is formally issued through the Request for Information process.
