The U.S. Army Corps of Engineers, Japan District (POJ) is performing market research for a Design-Bid-Build (DBB) construction project titled: “DESC20UX Construct Additive Injection System Misawa Air Base, Japan.” This announcement represents a market survey that is intended for preliminary planning purposes only. The purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government’s acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). Information about the project: Project Title: DESC20UX Construct Additive Injection System Project Location: Misawa Air Base, Aomori Prefecture Project NAICS: 237120 - Oil and Gas Pipeline and Related Structures Construction Project Magnitude: Between ¥100,000,000 and ¥700,000,000 Japanese YEN Projected Advertisement: September 2021 Projected Award: March 2022 Project Description: Construct an Additive Injection System to mechanically inject Fuel System Icing Inhibitor (FSll), Corrosion Inhibitor/Lubricity Improver (CI/LI), and Static Dissipater Additive (SDA) to convert Jet A-1 to military specification JP-8 fuel. The system will include two 15,000-gallon FSII storage tanks, one 550-gallon CI/LI tank and one 75-gallon SDA tank for additive storage. The storage tanks will be double-wall stainless steel additive storage tanks on concrete pads. Provide Automatic Tank Gauging (ATG) system for the tanks. Stainless steel piping will convey additives from the transfer equipment to the additive storage tanks and from the additive storage tanks to the additive mixing tanks and injectors inside Building 1150., mixing tanks with mixers for dilution of CI/LI and SDA, two injectors, and piping additions and modifications to the existing fuel piping within existing Filter Building 1150 at Tank Farm 2. The piping additions and modifications will be configured to allow additive injection when receiving fuel from either the truck offload facility or from the Hachinohe pipeline. Modify existing Building 1150 by demolishing existing window and cast-in place concrete wall below in order to provide a hollow metal door and frame. Provide an emergency eye wash and shower inside the building. Provide a fire sprinkler system for the Filter Building in accordance with current Unified Facility Criteria (UFC) fire protection requirements. Construct a two-room enclosed building addition to Building 1150. One room will house electrical equipment and the second room will house a fire protection sprinkler riser. Site preparation includes site clearing and grubbing work and site earthwork. Paving and site improvements include a truck offload pad with containment curbs and a remote spill containment basin, additive transfer equipment pad, asphalt-concrete roadways, site demolition, and landscaping. Mechanical utilities include a new water line to the fire protection sprinkler system, a water service lateral connection for the emergency eye wash and shower at Building 1150, and a wash water holding tank for drainage from the eye wash and shower. Electrical utilities include primary electrical power distribution, secondary power distribution, transformers, exterior area lighting, grounding, and telecommunications distribution. This project shall require specific commissioning of the fueling system. The commissioning should be give particular attention. Draft options that are subject to change are as follows: Specifications include UFGS 33 08 55 Commissioning of Fuel Facility Systems. This specification section has been modified to include government furnished fuel and additive chemicals to be utilized to perform the flushing, cleaning, and performance testing. The Government anticipates the Period of Performance will be 400 calendar days. Procurement method: The U.S. Army Corps of Engineers, Japan District (POJ) anticipates the release of a Request for Proposal (RFP) for this project. Any solicitations pursued will be intended for local sources only. See information in the Introduction section of this announcement regarding local sources. Draft plans and specifications are being provided for INFORMATIONAL PURPOSES. Offerors are cautioned that these drawings and specifications are in DRAFT FORMAT. ===================================================================== Submission Requirements for responses to this Market Survey: Interested firms are requested to reply with the following information: 1. Name of your company, address, phone number, email, JCAGE code and point of contact (POC) name. 2. Describe your firm’s capability and experience relative to the work described in the Project Description. Please provide information on comparable projects (for government or commercial customers) completed in the past 6 years. 3. Describe your firm’s level of interest relative to all aspects of the work. 4. Identify your current construction bonding levels: a) Per contract b) Aggregate contract bonding level 5. Your thoughts to the questions below related the project description, draft plans and specifications. a) Does the anticipated Period of Performance seem feasible? b) Work includes double wall steel aboveground storage tanks constructed in accordance with UL 142, which includes 2, FSII tanks (capacity = 15,000 gallons) and 1, SDA tank (capacity 550-gallons), and 1, CI/LI tank (capacity 75 gallons). Are there any concerns or risks for procurement and delivery of these tanks to the project site? c) Fuel used for commissioning will be provided by the US Government. To use US Government fuel, the contractor will be required to provide the quantity and grade of fuel required for commissioning with a minimum of 60 days advance notice. Additionally, the contractor will be held responsible for returning fuel back to the USG and will be accountable for fuel loss due to spills, leaks, or off specification quality. a. Are there any unnecessary risks or costs associated with use of US Government Fuel for commissioning? b. Are there any recommendations to be considered in design related to fuel system commissioning that will make this project more biddable and constructible? d) A single-system supplier is required for various aviation fuel system equipment, which includes furnishing equipment, controls, and startup. If local variations are not allowed, are there any concerns with subcontracting to a U.S. supplier to provide entire integrated systems? e) How much laydown area is required to support construction operations (field office, material storage, vehicle staging, etc.) 6.
