Sources Sought Market Survey - W912HV-20-Z-0031 FY21 Airfield Damage Repair (ADR) Storage Facilities, Kadena Air Base (AB), Japan Introduction: The U.S. Army Corps of Engineers, Japan District (POJ), is performing market research for a Design-Bid-Build (DBB) construction project. This announcement represents a market survey that is intended for planning purposes only. The purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This notice is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). This documentation must be submitted before, or No Later Than the time of bid/proposal submission to allow POJ to verify your company as a “Local Source.” ------------------------------------------------------------------------------------------------------------------------------ Project Information: Project Title: FY21 Airfield Damage Repair (ADR) Storage Facilities Project Location: Kadena Air Base (AB), Japan Project Product/Service Code: Y1BZ – Construction of Other Airfield Structures Project NAICS: 236220 – Commercial and Institutional Building Construction Project Magnitude: Between ¥2,500,000,000 and ¥10,000,000,000 (Japanese YEN) Project Description: Construct three airfield damage repair (ADR) storage facilities at three sites on Kadena AB. The facilities will be constructed primarily of steel-reinforced cast-in-place concrete construction, to include floor slabs; load bearing beams, girders and columns; exterior walls and roof slabs. Foundation system will consist of shallow spread footings with stiffened grade beams on either engineered fill (Site 3) or a deep soil cement slurry (Site 4 and 6/7). Project includes supporting facilities such as utilities, pavements, and site improvements to provide a complete and useable facility. The facilities will include electrical utilities and lighting, fiber optic cabling, fire alarm, and wet pipe fire protection system. Each storage facility will have open areas with minimal structural obstruction for equipment parking and storage, along with overhead roll-up doors to allow equipment to be moved onto the exterior concrete paving for staging. This project also demolishes B3556 (82 SM). As part of this notice, DRAFT specifications/drawings are being provided FOR INFORMATIONAL PURPOSES ONLY. These specifications/drawings could potentially change if or when this project is formally announced. Procurement Method: The U.S. Army Corps of Engineers, Japan District (POJ) anticipates the release of a public Invitation for Bid (IFB) for this project, with the award of a firm fixed-price contract resulting from the solicitation. This contract will be performed in its entirety in the country of Japan, and any solicitation posted will be intended for local sources only. Please provide information on comparable D-B-B projects (for government or commercial customers) completed in the past six (6) years. 3. Describe your firm's level of interest relative to all aspects of the work. 4. Identify your current construction bonding levels: a. Single Contract Amount b. Aggregate Maximum Contract Amount c. Name of Sureties 5. The Government anticipates a solicitation being issued during United States Fiscal Year 2021 – Quarter 2-3. Are you aware of or interested in other projects planned within this timeframe (within a 6-month window) that may affect your interest in this project? 6. Responses to the questions below directly relate to the project description, DRAFT drawings and DRAFT specifications. a. Are you able to perform the work as described in the project description? b. Based on the scope of work are there any specialty subcontractors or construction equipment that will need to be utilized for the project that present higher risk or general unavailability that might cause your company not to bid on the project? If so, please identify which specialty subcontractors and/or construction equipment presents the risk. c. Based on the project description and draft specifications/drawings, is the scope of work clear? d. The estimated period of performance is 730 calendar days. In your opinion, can this project be completed within this period of performance? If not, please identify risk factors. e. Are there any equipment/systems with long lead times to manufacture and deliver to the site? Is the Period of Performance sufficient for the long lead items? f. Do the sites provide adequate construction materials laydown area? g. What challenges do you anticipate with construction at the sites? h.
