Introduction: The U.S. Army Corps of Engineers, Japan District (POJ), is performing market research for a Design-Bid-Build (DBB) construction project. This announcement represents a market survey that is intended for planning purposes only. The purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This notice is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). We are committed to partnering with industry as much as we can throughout this process and therefore encourage all interested companies to respond to this sources sought. Market research and industry feedback is an essential part of the acquisition process. The information requested in this announcement will be used within USACE-JED to facilitate decision-making and will not be disclosed outside the agency. However, respondents submitting business information pursuant to this Sources Sought/RFI announcement should consult 41 C.F.R. parts 105-60 and other implementing regulations concerning the release of such information to third parties under the Freedom of Information Act (FOIA). All information submitted by respondents that they consider confidential and not releasable to third parties outside of USACE, and its employees, agents, consultants, and representatives, must be clearly and conspicuously marked. Such firms shall be required to complete the aforementioned application and submit original documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation. This documentation must be submitted before, or No Later Than the time of bid/proposal submission to allow POJ to verify your company as a “Local Source.” ------------------------------------------------------------------------------------------------------------------------------ Project Information: Project Title: Asia Pacific Stability Initiative (APSI) Fuel Receipt and Distribution Upgrades Project Location: Yokota Air Base, Japan Project NAICS: 236220 – Commercial and Institutional Building Construction Project Magnitude: Between ¥1,000,000,000 and ¥2,500,000,000 (Japanese YEN) Expand and upgrade the existing liquid fuel (LF) unloading facility to accommodate rail cars (existing capability) and fuel delivery trucks, and comply with current requirements. The system includes replacing the existing 32 rail station headers with 24 new headers, plus adding 9 truck offload headers. The new offload facility will include two drop tanks in below-ground concrete vaults with pumps and piping to connect to an existing nearby fuel facility. In addition, the existing back-up generator will need to be upgraded. Secondary containment with remote spill containment basin will be added. Truck access roads and an offload parking area with bypass lane and entry/exit gates will also be added. Nearby on-base roads will require improvements to accommodate the trucks. Lighting, utilities, yard piping, rail lines, and other components will be replaced or improved as needed to ensure a complete and usable facility. Demolition or relocation of some components of the existing facility will also be required, to include removing excess rail lines. As part of this notice, DRAFT specifications/drawings are being provided FOR INFORMATIONAL PURPOSES ONLY. These specifications/drawings could potentially change if or when this project is formally announced. Procurement Method: The U.S. Army Corps of Engineers, Japan District (POJ) anticipates issuing a Request for Proposal (RFP) solicitation utilizing Lowest Price Technically Acceptable (LPTA) source selection procedures outlined in FAR 15.101-2. This contract will be performed in its entirety in the country of Japan, and any solicitation posted will be intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. ========================================================================== REQUESTED INFORMATION Submission Requirements for responses to this Market Survey. Interested firms are requested to reply with the following information: 1. Name of your company, address, phone number, email, DUNS Number, CAGE Code, and English Speaking Point of Contact (POC) name. 2. Describe your firm's capability and experience relative to the work described in the Project Description. Please provide information on comparable D-B-B projects (for government or commercial customers) completed in the past six (6) years. 3. Describe your firm's level of interest relative to all aspects of the work. 4. Identify your current construction bonding levels: a. Single Contract Amount b. Aggregate Maximum Contract Amount c. Name of Sureties 5. Responses to the questions below directly relate to the project description, DRAFT drawings and DRAFT specifications. a. Work includes removal and replacement of rail lines. The rail lines are owned by the US Government and are on US Government property, but Japan Rail and Freight Company (JRFC) operates trains on these lines for deliveries to Yokota. Are there any concerns or known risks regarding railroad work? b. Work includes (2) 20,000 gallon, single wall steel, aboveground storage tanks constructed in accordance with UL 142. Estimated size of each tank is 3 meters in diameter by 10.5 meters in length. Are there any concerns or risks for procurement and delivery of these tanks to the project site? c. Work includes the construction of concrete below grade concrete vaults, constructed and tested in accordance with UL 2245. Estimated size is 35 meters (length) by 7.4 meters (width) by 4 meters (depth). Are there any concerns with meeting UL 2245 testing requirements? d. Work includes installation of six vertical turbine fuel transfer pumps, in strict accordance with API 610. Unified Facilities Guide Specification Section 33 57 55 indicate that the pumps, controls, and system start-up must be by a single source supplier. Are there any concerns with subcontracting to a U.S. supplier to provide the entire integrated system in accordance with specification section 33 57 55? e. Estimated period of performance is 540 calendar days. In your opinion, can this work be completed in the estimated period of performance? Are there concerns or risks with any equipment/systems with long lead times and the period of performance? 6.
