This announcement is being issued for market research purposes only. This purpose of this announcement is to identify local sources capable of performing this project and to receive market survey responses from those firms to assist the Government’s acquisition planning. This announcement does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This sources sought announcement is intended for local sources only. Local sources are those companies physically located and authorized to perform construction work in Japan. Firms interested and capable of performing the type of work associated with this announcement are highly encouraged to submit a response (submission requirements are located within this notice). Information about the project: Project Title: Bay Office Renovation, Bldg. 600 Project Location: Camp Kinser, Okinawa, Japan NAICS Code: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥100,000,000 and ¥500,000,000 Projected Advertisement: March 2020 Projected Award: September 2020 Project Description: This Fiscal Year (FY) 2020 DLA Disposition Operation and Maintenance (O&M) funded project is located at Camp Kinser. This project scope includes demolition, renovation, and repair work at existing DLA Disposition Admininstrative Office Area 1, Bay 3. Administrative Area is comprised of two-story space constructed of concrete or Concrete Masonry Unit (CMU) walls with wood and gypsum board furring. A single story office space structure stands adjacent to the two-story space. This single story space was constructed with wood framing and gypsum board. Severe termite and mold damage has been identified throughout office and restroom spaces. Pest control spraying is no longer an option as termite infestation is beyond repair. Termite eradication requires demoliton and some new construction. NOTE: The DRAFT Specifications and Drawings included in this Notice are provided for INFORMATIONAL PURPOSES ONLY. Interested firms are cautioned that ALL attachments to this notice are provided in DRAFT FORMAT and are subject to change. Estimated Period of Performance: 360 calendar days from receipt of Notice to Proceed. Proposed Procurement Method: POJ anticipates issuing a firm-fixed-priced, Request for Proposals (RFP) solicitation in Fiscal Year 2020 to fulfill the requirement for the Defense Logistics Agency for renovation of bay office spaces on Camp Courtney, Okinawa. Any solicitation pursued will be intended for local sources only. Local sources are those sources physically located and authorized to perform construction work in Japan. System for Award Management (SAM): In order to be eligible for award of Government contracts, contractors shall be registered in the SAM Database. https://www.sam.gov Effective 29 April 2018, a notarized letter is required to be sent to the Federal Service Desk (FSD) on all CURRENT registrants at System for Award Management (SAM) who have a requirement to update data on their SAM record. The notarized letter is mandatory and is required before the FSD will activate the entity's registration. Instructions concerning this procedure can be accessed from the FAQ link at the SAM website https://www.sam.gov. See attachment, “SAM Header” for the screenshot showing where the FAQ link is. The FAQ link will take you to the FSD website. According to the instructions, international entities are required to send, in addition to the original notarized letter, a scanned copy to the FSD. Submit a service ticket (use the Web Form) at the FSD website https://www.fsd.gov to send a scanned copy. Entities will need to create an account at the FSD website in order to utilize the Web Form. Local Sources – Contractor Applications: Firms which have not submitted a Contractor Application to this office are requested to go to the U.S. Army Corps of Engineers, Japan Engineer District website: https://www.poj.usace.army.mil/Business-With-Us/ to download the Contractor Application form. Such firms shall be required to complete the aforementioned contractor application and submit original documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation.
