W912HV-19-Z-0008 Sources Sought Market Survey DESC1903 Construct Fuel Pier MCAS Iwakuni, Japan Introduction: The U.S. Army Corps of Engineers, Japan District (POJ) is performing market research for a Design-Bid -Build (DBB) construction project titled: "DESC1903 Construct Fuel Pier, Marine Corps Air Station (MCAS) Iwakuni, Japan." This announcement represents a market survey that is intended for preliminary planning purposes only. This purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). Information about the project: Project Title: DESC1903 Construct Fuel Pier Project Location: Marine Corps Air Station (MCAS) Iwakuni, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between ¥5,000,000,000 and ¥10,000,000,000 Japanese YEN Projected Advertisement: July 2019 Projected Award: March 2020 Project Description: Marine Corps Air Station (MCAS) Iwakuni, Japan is planning the construction of a new fueling berth capable of offloading a medium sized tanker (235 MBBL capacity). Work will include, but not be limited to, the construction of a pile supported concrete offload platform to accommodate medium sized (235 MBBL) tankers. The project includes two berthing dolphins and four mooring dolphins. The offload platform will be equipped with four marine arms, lighting, water and foam fire protection and a shelter for electrical controls and offload monitoring. The breasting dolphins will consist of coated steel piles supporting a concrete cap with a deepened fascia for mounting the fenders and vessel fender system. The dolphins will include an upper level cap or platform with adequate space for line handling, access walkways, ladders, and mooring bollards. The project will extend the existing fire suppression water and foam systems to the new offloading area. Two remote controlled monitors equipped to spray water or foam will be installed at the offload platform. Two additional manual monitors will be installed at the closest mooring dolphins to the new offload platform. New stand pipes and foam hose reels will be provided in the new offloading area. The offload system will be equipped with four marine arms that connect to a dedicated transfer line at the shore side of the existing T-1 offload platform. A pipe bridge will enable vehicles to access the existing parking and turn-around lane located at the T-1 offload platform. COMMISIONING: This project shall require specific commissioning of the fueling system. The commissioning should be give particular attention. Draft options that are subject to change are as follows: Option #1 creates a closed system with the only the new piping and recirculates the flushing water (also used for hydrostatic testing) through a closed system that has temporary strainers installed. After flushing with water, the same system can be packed with fuel and temporary filter separators connected to remove particulate and water from the system. Once specification requirements are achieved via flushing, the filters and coalesce cartridges in the filter separators would be changed and the same fuel used for flushing would be cleaned to meet the specification requirements. This approach eliminates the need of having a vessel deliver fuel for flushing and cleaning and minimizes the amount of fuel required for these processes. Option #2 isolates the existing offload platform and the piping downstream of building 3005 to protect the integrity of the fuel system. Hydrostatic Testing is conducted prior to water flushing and is conducted on only the new piping system. Frac tanks totally a volume of 60,000 gallons are placed next to building 3005 to receive flushing water. These tanks would be emptied between flushes. The lines would then be cleaned with pigs. The same process would be conducted for the flushing of JP-5 using a government contracted vessel. Once flushing was completed, temporary filter separators would be placed in line at 3005 to clean the fuel as it is directed into Tank 6. Reference the attached drawings for further details. The government anticipates the Period of Performance will be 48 months. Procurement method: The U.S. Army Corps of Engineers, Japan District (POJ) anticipates the release of a Request for Proposal (RFP) for this project.
