Sources Sought Market Survey W912HV-19-Z-0006 ACS Relocation Torii Station, Okinawa, Japan Introduction: The U.S. Army Corps of Engineers, Japan District (POJ), Okinawa Area Office (OAO) is performing market research for a Design-Build (DB) construction project. This announcement represents a market survey that is intended for preliminary planning purposes only. This purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government's acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey and any solicitations pursued are intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). All interested companies shall be registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts. Information about this project: Project Title: ACS Relocation Project Location: Torii Station, Okinawa, Japan Project NAICS: 236220, Commercial and Institutional Building Construction Project magnitude: Between $1,000,000 and $5,000,000 Project Description: The intent of this project is to relocate existing Barber Shop and Laundry from Building 251 to Building 243, Torii Station, Okinawa, Japan. After successful relocation, redesign and configure vacated Building 251 spaces into private office, counseling spaces for five (5) individuals, public spaces for reception and waiting areas, computers, classrooms, lending closet and storage area. Electrical work includes, but not limited to demolition of existing receptacle and lighting circuits in Building 251, and re-circuiting all power and lighting circuits for the ACS, utilizing a new panel. The underground service to Building 251 will be reused and extended. Tele-communications work in Bldg. 251 only. The renovation of Concession Mall, Building 243, will include, but not limited to, the replacement of existing electrical power and lighting to accommodate laundry equipment. Electrical work in the relocated laundromat in Building 243 will require dedicated circuits for four relocated washing machines and four relocated dryers. The relocated barber shop in Building 243 will require convenience outlets for barber shop equipment. All circuits for the barber shop and laundromat will be serviced from new panels in Building 243. The overhead service to Building 243 will be reused. Draft specifications and drawings are provided for reference. IF a solicitation is pursued for this project, these specifications and drawings could potentially change. The government anticipates the Period of Performance will be 360 days. Procurement method: The OAO anticipates the release of a Request for Proposal (RFP) for this project and will use the Design-Build (One-step), Lowest Price Technically Acceptable (LPTA) selection procedures prescribed in Federal Acquisition Regulation (FAR) Part 15. Any solicitations pursued will be intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. All interested companies shall be registered in the System for Award Management (SAM) database in order to be eligible for award of Government contracts. Such firms shall be required to complete the aforementioned application and submit documents indicating they are registered with the Government of Japan to perform construction in Japan and possess both the necessary construction licenses and permits required to perform the requisite work identified in the solicitation.
