ESTCP seeks white papers for innovative technology demonstrations addressing Department of War installation environmental and energy requirements, with both small and large businesses encouraged to respond. The solicitation will remain open for approximately one year from publication, and white papers must be submitted electronically per instructions on the ESTCP website. Multiple contract awards are possible, up to a collectively shared maximum of $10,000,000 under this BAA. For proposals exceeding $900,000 from large or non-profit concerns, a Small Business Subcontracting Plan is required prior to award.
