Environmental Security Technology Certification Program (ESTCP) Natural Hazards Adaptation Technologies Supplemental
The Environmental Security Technology Certification Program (ESTCP) seeks proposals for innovative, cost-effective solutions to address Department of Defense energy security, infrastructure resilience, and sustainment challenges for competitive funding. It is expected that multiple contract awards totaling approximately $8 million will be made. Proposals must be submitted according to the instructions on the program website, and evaluation criteria, in order of importance, are Technical Merit, Cost/Benefit of Technology, Transition Potential, and Cost of Proposal. Selected large business proposals exceeding $900,000 require a Small Business Subcontracting Plan, with an exemption for selectees performing work entirely outside the United States and its outlying areas. The Government will not pay for proposal preparation costs and there is no commitment to make awards.
