The Environmental Security Technology Certification Program (ESTCP) is seeking pre-proposals for innovative technology demonstrations that address Department of Defense installation energy requirements for competitive funding. Pre-proposals must be submitted via the program website, and it is expected that multiple awards totaling approximately $10 million will be made. The evaluation criteria for pre-proposals are Technical Merit, Cost/Benefit of Technology, Transition Potential, and Cost of Proposal. Selected contract proposals exceeding $900,000 from large businesses or non-profits must include a Small Business Subcontracting Plan, with an exemption for selectees performing work entirely outside the United States.
