Environmental Security Technology Certification Program (ESTCP) Environmental Technology Demonstrations

The Department of Defense's ESTCP program is seeking pre-proposals for innovative technology demonstrations addressing environmental and installation energy requirements for competitive funding. Pre-proposals must be submitted via the program website, and it is expected that multiple awards totaling approximately $10 million will be made. The selection involves a multi-stage review process starting with a pre-proposal, evaluated primarily on Technical Merit, Cost/Benefit, Transition Potential, and Cost. For selected contract proposals exceeding $900,000 from large businesses or non-profits, a Small Business Subcontracting Plan is required unless the work is performed entirely outside the United States and outlying areas. The Government will not pay for proposal preparation costs and there is no commitment to make awards.
