This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603 – Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice and FAR Part 13 procedures. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05, dated 7 August 2025. A Firm Fixed Priced (FFP) award will be made in accordance with the following: This acquisition is being solicited as a small business set-aside. The North American Industrial Classification System (NAICS) code for this acquisition is 519290 – Web Search Portals and All Other Information Services; with a size standard of 1,000 employees. NATURE OF ACQUISITION: The U.S. Army Corps of Engineers Office of History has a requirement to purchase the services stated below. This procurement will be awarded under Simplified Acquisition Procedures. All questions must be received by Wednesday, 17 September 2025 5:00 PM EST. Proposal must be received no later than Friday, 19 September 2025 5:00 PM EST. Electronic proposals submitted via email are required. Email questions and quotes to the Contract Specialist, Giuseppe Mirizzi at Giuseppe.G.Mirizzi@usace.army.mil. It is the Offeror’s responsibility to ensure the proposal has been received by the contracting office via email. Fax quotes will not be accepted. Late quotes will be processed in accordance with FAR 52.212-1(f) “Late submission, modifications, revisions, and withdrawals of offers.” Upon receipt of the electronic offer, the Government will acknowledge receipt of that offer via email to the Offeror. SCHEDULE OF SUPPLIES/SERVICES: The United States Army Corps of Engineers (USACE) Headquarters (HQ)/USACE Mission Support Battalion (UMSB) Library requires an in-depth Congressional Reporting Service that tracks every manner of Congressional activity, both current and historical, and that also includes biographical and up-to-date information on members of Congress and their staff. See Scope of Work for more details. Period of Performance: The initial period of service will be for 12 months beginning October 1, 2025 through September 31, 2026. Pricing for two 12-month option periods is also requested. UPDATE (9/18/25): The previous award for this requirement is W912HQ-22-P-0057. Award details can be found on www.fpds.gov . UPDATE (9/19/25): We are requesting additional pricing information. We would like separate quotes for 5 seats, 10 seats, 15 seats, 20 seats, and 25 seats. Due to this request for additional pricing information, we are extending the response deadline to 12:00 PM EST 22 September 2025.
