No proposals are being requested or accepted with this synopsis. The US Army Corps of Engineers (USACE) - Humphreys Engineer Center Support Activity (HECSA) has been tasked to solicit for and award a commercial services contract for custom computer programming services. The Performance Work Statement is attached. The proposed contract will be Firm Fixed Price with a period of performance of 365 days from date of contract award. Interested parties are encouraged to submit a capability package. The capability statements for this sources sought market survey are not expected to be proposals, but rather information regarding the company's existing experience in relation to the areas specified in the attached draft Performance Work Statement. Interested parties should respond to this notice by completing the attached questionnaire and proving a capability statement. Please limit capabilities statements to no more than 20 pages. MS Word or PDF are both acceptable. Minimum font size is 11. Fonts without a serif are preferred for headers and fonts with a serif are preferred for the body text (Times New Roman or similar). This market survey is for informational and planning purposes only and does not constitute a Request for Proposals (RFP). It is not to be construed as a commitment by the US Government. No award will be made as a result of this market survey. All information must be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input received as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey. The contractor shall provide services to support HEC and perform maintenance and minor modifications of HEC java software related to ecosystems with a focus on HEC-RPT, HEC-EFM Plotter, and HEC-EFM Mapper. Services to be performed include: Evaluating and classifying issues within the existing software code. Performing bug fixes in code. Providing minor modification or enhancements to the code. Providing field support activities. Supporting HEC by attending and actively participating in meetings. Providing supporting documentation.

BOTH SMALL BUSINESS AND LARGE BUSINESS ARE ENCOURAGED TO RESPOND. The Department of Defense (DoD) Strategic Environmental Research and Development Program (SERDP) is interested in receiving proposals for research focusing on Weapons Systems and Platforms technologies. This notice constitutes a Broad Agency Announcement (BAA) as contemplated in Federal Acquisition Regulation (FAR) 6.102(d)(2). Readers should note that this is an announcement to declare DoD SERDP’s intent to competitively fund research and development for environmental research that addresses the Statements of Need (SONs) set forth in the Announcement. SERDP's role is to fund research and development that addresses innovative technologies or methods that enhance military readiness, improve installation resilience, and strengthen America’s defense infrastructure. The development and application of innovative technologies supports operational effectiveness, improves warfighter capabilities, and reduces regulatory burdens. To be eligible for consideration, readers wishing to respond to this announcement must submit a proposal in accordance with all instructions on the SERDP website no later than 2:00 p.m. Eastern Time on July 10, 2025. No electronic mail, faxed, or hard copy proposals will be accepted. No other announcement of this opportunity will be made. It is the sole responsibility of the proposer to make certain the proposal is properly received by SERDP. Awards will take the form of contracts. Submission of proposals is not restricted in any way to any particular entity. The Government will not pay for any costs associated with the preparation of proposals or travel to present oral presentations in support of the proposals. There is no commitment by SERDP to make any contract awards, nor to be responsible for any costs incurred by the offeror before contract award is made. It is anticipated that multiple awards totaling approximately $10 million will be made available for projects dependent upon the quality of proposals received and availability of funds. Awardees under this BAA will be selected through a multi-stage review process, including a written proposal and an oral presentation to the SERDP Scientific Advisory Board (SAB) for final approval.. As noted in the instructions located on the SERDP website, evaluation criteria for proposals are, in decreasing order of importance, Technical Merit, Personnel, Cost, and Tranistion Plan. Due to the anticipated volume of proposals that will be received, SERDP will not provide debriefs on those proposals that are not selected for funding. The North American Industry Classification System (NAICS) code is 541715 with the small business size standard of 1000 employees. Prior to award, selected contract proposals that exceed $750,000 submitted by all Other than Small (large or non-profits, including universities) Business concerns must be accompanied by a Small Business Subcontracting Plan in accordance with FAR 52.219-9 and elements as described in the checklist in DFARS PGI 219.705-4 at http://business.defense.gov/Acquisition/Subcontracting/. Selectees who are located outside the United States and outlying areas who will perform their project outside of the United States and outlying areas are exempt from submitting a Small Business Subcontracting Plan.
