This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.603 – Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice and FAR Part 13 procedures. This announcement constitutes the only solicitation. Offers are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03, dated 23 February 2024. A Firm Fixed Priced (FFP) contract will be issued. USACE IWR requires services in support of its National Navigation Operation & Management Performance Evaluation & Assessment System (NNOMPEAS). NNOMPEAS is being increasingly used as an access or portal for downloading and organizing waterborne commerce statistical data and associated computational relationships related to vessel operations currently handled by the system as it has been developed to-date. The description of required work herein is for annual update of data and continued development or modification of the current NNOMPEAS system to maintain existing technical functionality and development of enhancements to provide for enhanced functionality respective to data viewing, extraction and download capabilities, and data analysis as appropriate and technical or budgetary resources allow. These capabilities are for support of project evaluation and analysis for both planners and operations and maintenance and maintenance\management (O&M) personnel of USACE. Tasks for this Contract include: Migration to update(s) beyond the current version of Oracle Update Update of NNOMPEAS Vessel Movement Database Update of Deep-Draft Vessel Operating Costs (DDVOCs) Database and Numerical Model Relationships Process Code Enhancement for System Performance Update and Enhancement of Statistical Views for Vessel Characteristics and Display Format(s) Risk Management Framework (RMF); Periodic Review and Complianc Develop/Enhance for Value-to-the-Nation Reporting All questions must be submitted via email.
